I am the Bibliothecae Praefectus for the new government here in Londinium. I been here a half-year, but it may take a bit more time before any particular scroll you need can be found. After all, the natives wiped the city from the map -- nearly.
We have a small pub with excellent views of Londinium's river; while there, why not ask for some Chicken Nuggets, courtesy of Mac's Keltoi Fried Chicken (click image):
If you wish to use the latrinum, it's down the hallway from the pub. Please refrain, however, from taking scrolls in there to read. (Mustn't spread disease that way -- who would read, then?) I'm rather intimate with the gladiatrix who runs the pub, and she's quite adept at kicking and spitting. So, for your own safety, read whilst eating like everyone else. (Besides ... grease stains and encrusted dormice bits add character to a scroll, don't you think?)
Tour groups wishing a cart-ride to this domus should speak with the drover I have retained for that purpose. He's the hugely built man in the pub with cheese-spread bits in his beard.
