The year is AD 117.
The Roman Emperor Trajan has died. His successor, Hadrian, has ordered all of Trajan's gains in Mesopotamia to be restored to Parthia. While Hadrian is busy in Judea and the Parthian King is in Ctesiphon, a small diplomatic conference is held near Susa to arrange for the handover.
Not all are happy with the current state of affairs, and there is more going on than meets the eye…
