About the tomatoes, I do not know for sure or much. We fed ours a bunch of chicken poop! Got a great crop. They are on the way out now.
I had done a quick search and it points towards needing a mid nutrient level to produce blooms. I'd say get a hold of some manure this fall after you've pulled stuff up, unless it's a pot, and work it in for next spring.
As for the garlic, you have to dance around it while clucking and flapping your wing...wait, I think that's for the chicken dance. ;)
Ok, ok...I did this research way back in the spring when I thought I'd be able to harvest the garlic by the garage at my rental. Basically everything said that it (the plant) was supposed to look dead, brown and crusty. Yank it up and plant the flower for next year's crop. But I don't know if this actually works as my neighbors yanked up the garlic WAY to early. I was not happy. The others may know more.
