    You'll have to google their site up, but Tilted Mills made two 'civilization' games so far - Children of the Nile and Caesar IV. This is basically the same company that made Pharaoh with it's Cleo expansion pack and also Caesar I, II and III, but it changed and so did their engines.

    The Children of the Nile and Caesar IV are both using an intense 3d engine that enables you to scroll in, scroll out, walk around and completely move through a 3D world. Very much like Google Earth in fact. Download the game and give it a try, perhaps there is a way to merge that with an online environment?
