I thought Sulla was the one to introduce proscription and murdered thousands of people through it. Caesar's clemency would be rather unusual in the context of the Sulla vs. Marius conflict that preceded it and of course the 2nd triumvirate's proscription that followed it. But it is definitely right in the case of Caesar.
