I am not at home and therefore will need to double check in my books, but from what I remember from my research on Itil for the hoods, it's the Kaganate that they established around 650 AD. Itil became only the third capital in its history (after Balanjar and Samandar) around 750 AD, and I actually doubt it even existed around 650 (I've read of an early VIII century for its establishement, although I haven't been able to cross-check that bit of information - understand I pnly have one source saying so)
