It appears there might be some misconceptions about how 'hoods are created and why. I'm not aware of any AW-wide set of rules and regulations on how or why hoods are selected for creation, except for the need to follow the Code of Conduct.
All of the AW worlds function independently with regard to deciding which hoods will be created and how they will be worked on. I can only speak for Rome on this question, not for any other world.
Rome has a great many uber-hoods which Jot created. He wanted the Roman 'hoods to be set up that way and that is how Rome is set up. Within Jot's framework, it is preferred for the cities and districts to be "historically based." There is no rule confining a 'hood to a specific era, and if somebody wants to develop one that way it will certainly be welcome.
With regard to Celtic Londinium… that is a matter to discuss with the Celtia scribes if you want one set in Celtia. Germania has a London 'hood set in Wessex and Rome has a Londinium 'hood set in Britannia.
And if anybody wants to work on a Roman 'hood, contact me or Livia or Decius. (It would be really GREAT if somebody wants to work on a hood Jot already created!!!)
