From right to left :
first cartouche : Ptolemaïs
second cartouche : Caesar living for ever, beloved of Ptah, Aset(Isis)
Egyptians used to write stanger names like to-day jewellers write your names
in cartouches when you visit modern Luxor (it was very usefull for Champollion
!).

Since the Ptolemies adopted Pharaonic titulature and customs it was rather
superficial and one can think they have "copied-pasted" ancient names.
