I have found most people here to be very nice, especially the "powers that be". They are open to suggestions, discussions, and have been very helpful. I believe the idea of these types of threads is to share ideas and gather interest.

Yes, anyone can form a board, anytime they wish it. But in the spirit of community, it is nice when people can and do discuss the ideas first, with not only the powers that be, but also the members, to take the group in a direction that would benefit not only the group itself, but the community at large as well. It is much more beneficial to community cohesiveness when group ideas are first discussed rather than just 1) being put up to everyone's surprise, or 2) put up and no one knows about them. This also effects the group's ability to initially attract members.

Let's work and build TOGETHER for a stronger community.
