You could say the state and local gov'ts should have done more before the storm or asked for fed help earlier. I think that the scope of this is so huge that things are happening, but down at the street level people are not seeing what is happening elsewhere. And we are only seeing personal level tragedies that are being extrapolated to the stategic level. It certainly doesn't help when spin organizations like CNN take a negative view of everything. I get the impression that if they where in charge everything would have been back to normal, power restored and levies fixed within an hour after the storm passed.
