I was going to post a screen shot but Asenath beat me to it. :) That's what it looks like in v. 7 and CS too.
Another way to access the burn tool is by clicking the letter "O". That's the shortcut for three tools (dodge, burn and sponge), but you can cycle through them by pressing Shift + O.
It would be cool to try and rewrite the tutorial for PSP. There's a freeware Clouds plug-in for PSP (MuRa's), and another that's very much like PS' texturizer (can't remember the name), that might help achieve a similar effect.
