In Photoshop 6, the burn tool is here:

Not sure about Photoshop 7 as they sometimes move stuff on ya but at least it will give you some idea... When you use it you can change from highlights to midtones to shadows. The mids and the shadows really give it the burn look. Don't use too much though! *G*
