PSP does have a burn tool, it looks like a white hand. That's actually the retouch tool, but if you look in the tool options panel you'll find a drop box that contains the burn tool, dodge tool, and many other options for the retouch tool.
I've yet to get the texturing right using PSP, but I did manage to get a good burn for a photo. This is the photo, I'm using it for a wanted poster for the MDA Jail and Bail coming up in my town. Yes, I'm participating, and now all of you get to see what I look like. :) Please excuse the squinting, I was looking into the sunlight.
