    Drakus Domitius Cordatus finished his letter to the Council of Seven.  It was to be dispatched to all the cities of the Achaean League, to make sure it reached the ruling council no matter where they were.  The letter read:

     

    To Dyspisto, and the Council of Seven,

     

    Greetings from Drakus Domitius Cordatus, Princeps Senatus and Pontifex Maximus of Roma.  I hope this finds you well.

     

    After spending time both among you in Athens and now here in Argos and having conducted my own investigation, I have determined the course of action which Roma deems best.  Therefore, I issue the following announcement to you concerning Rome’s wishes here in Achaea and the Peloponnese.

     

    1)      Having initiated the conflict through a subversive attempt to overthrow the rightful governments of the Achaean League cities, and having impersonated Roman officials and Roman involvement in said attempt, Sparta and the Independent Cities are to pay an indemnity to the Achaean League cities equal to one and a half times the cost to rebuild the damage to their cities and the cost of the ceremonies for proper ritual burial of the dead caused by the attempt to overthrow the rightful governments of the Achaean League cities,

    2)      That the Achaean League respect the status of Argos as an independent city, and will withdraw its claim to Argos.  Under the auspices of a Roman magistrate, the citizens of Argos will vote on their status as either an Independent city or as a member of the Achaean League in the third month of the coming year.

    3)      That the Achaean League, under the Council of Seven, hereby reaffirm its treaty with Roma with the additional clause allowing Roman citizens the right to buy estates and factories in Achaean held cities, under normal local laws.

    4)      In order to assure that Argos is left alone, the city shall become an ally to Rome under the following terms:

    a)      The status of friend and ally shall be granted to Argos.

    b)     Argos shall pay a tax rate of 7% to Roma.

    c)      Romans shall be allowed to purchase estates and factories at Argos following local laws on estate and factory ownership.

    d)     Argos and Roma will have an obligation to defend each other against any aggressors.

    5)      That the other Independent Cities have the option of accepting an alliance with Rome under the same terms as that of the Argive treaty.

    6)      That all aggression between the Achaean League and the Independent Cities cease.

    7)      That the Achaean forces currently at Naupactos stand down and depart that city, lest Roma see this as an act of war by the Achaean League.

     

    Should these conditions not be met by the Achaeans, the Independent Cities, or both, Roma will take further measures as the Senate and People of Rome deem necessary.

     

    I also feel it necessary to inform you the Council of Seven that the Senate of Roma is currently calling for the mobilization of two further legions to be assigned to Hellas should the need arise.  Roma has no desire to wage war in Hellas, but should it prove necessary, do not doubt that Roma will do so.  I hereby order both the Achaean League and the Independent Cities to order their forces to stand down until all the above requirements are met.

    Cordatus then penned another letter to the Independent Cities of Sparta, Argos, Messene and Megalopolis.
