Above the Serapeion it is impressive for its position and grandeur. The construction was financed by the rich mercantile association of Hellenistic Syria during the third quarter of the 2nd century BC. The cult area is to the south in a square coutyard with shrines and service rooms. There is a long porticoed terrace and a cavea theater that was used for ritual worship of the goddess Atargatis who became syncretized with Aphrodite.
