Perhaps my memory is playing tricks on me as it has a habit of doing that, but I always had the feeling that the Nazgul willingly enslaved themselves to Sauron and to the Ring. This would imply no trickery or deceit on Sauron's part (rather out of character for him, though). If such were the case, I'd think that their souls, if they had any left, would be cursed and damned for eternity. Another interesting aspect of their characterization, of all the major players, the Nazgul are the only ones who never showed any remorse or hesitation in carrying out evil. Even Saruman, prideful and deceived as he was, did not kill, or even attempt to kill, Gandalf out-right. Something the Nazgul would not have hesitated to do. The orcs and Uru-hai I don't really consider 'major' players as they were creations of Sauron and Saruman. Their type of evil was 'natural' and representative of the destructive side of life.
