    I should not think so.
    My legislation does NOT interfere with Imperium. It does NOT allow any of the governors involved to "take legions into Aegyptus completely independently" or to "take legions into Cyrenaica and Africa with no regard for the provincial authority." I have as great a respect for the Mos Majorum as any and have put into place numerous safeguards in my legislation.

    I stated, quite clearly, that such border crossing is "only permissible if approved by the province's magistrate." The governor of Cyrenaica MUST APPROVE any legions entering the province from Aegyptus and vice versa. They must be invited in by the magistrate in command of the province! And if the magistrate of the province feels they are no longer needed their invitation can be ended. There is, and must be, EVERY regard for provincial authority!

    I furthermore state that "The troops must have a purpose and objective for operating outside of their home province." They must have come for a specific purpose. To aid in the ending of an insurrection for instance. To assist in destroying a rebel fortification. They are not free to willy nilly roam about the various provinces. When they have completed the goal they delineated they must return to their home province.

    My actions are not outrageous. They are not without precedent. Repeatedly we have seen when a province is invaded we do not sit by and prevent our forces from helping push back the invasion simply because their is a political line in place. Where there is a need to safeguard the provinces of the Republic ALL must unite to work together. Do you seriously suggest that a city should be allowed to burn when there are legions nearby that could assist?

    Do you suggest that it is impossible for two armies to operate together, but seperately? When I composed this I envisioned, for instance, two armies marching at the same force from different directions, so as to utterly destory the enemy with as much speed as possible.

    When the invasion of Asia province takes place, will it not be presumed that armies will attack it from both Macedonia and Bithynia? Or should we prevent such a maneuver because only one can lay claim to Imperium over Asia province itself?

    Do you Casca, do any of you in this Senate body, suggest that unity against a common foe is uncalled for? Do you, or any, suggest that I intend to use this legislation for some warped power increase? Casca, I am aware you are new to the Senate body and perhaps you do not know my record. Why would I introduce the legislation that put Commodus into power in Aegyptus if I intended to trample on that Imperium? I am consul, why don't I simply declare the rebellion to be of such an emergency that Consular imperium is required to end it and assume Imperium over the province myself? I have limited myself in every possible way. I have sought out and worked with Commodus or Masala (who intends to be his quaestor) at every step. I intend to continue that unity of action.

    Casca, I ask that simply because you have no conception of the words "cooperation" you do not accuse those who do of having no claim to "Tradition. Honor. or Integrity."
