    Cimber was not happy with the events of the day so far. He had waited patiently for his servant to bring him back a fresh purple-bordered toga. Returned just in time it seemed, Cimber took the floor to speak. A growing crowd outside made many senators in the chamber uneasy.

    “Conscript fathers, please worry not of the growing unrest outside. We are here to conduct the business of Rome and I shall see to my sworn duties no matter the cost. I will not dispatch my responsibilities. Will you? The people want to see justice served. No matter the outcome of the verdict, many within the mob will cry foul. Unless there is a man among us to lead us to a peaceful reconciliation, blood will likely be spilled in the streets.” Cimber scanned the faces looking to catch the eyes of Catulus Aemilius.

    Many of the Senators, particularly the younger backbenchers, looked quite unnerved at Cimber’s casual tone about blood spilling. Still, there was no hint of awkwardness in Cimber himself.

    “Our treasuries are often large beyond any of our reasonable needs and so we so often squander our wealth on trivialities. Recently we passed the S.C. Caecili Fiscalis Privatus which has encouraged us, the benefactors of Rome, to give back to the funding of our great nation. The people are still unhappy though. Listen to them. They lack confidence in our legal system that makes verdicts based on bribes. They disparage a state that they view as filled with greed and propped up off their backs. As much as this great bill was heralded, what does it do besides fill the coffers of Rome further?”

    "Senators, I propose the S.C. Cimbrii Citizen Providentia. The details of which will direct the aediles to set aside the tax collections from the S.C. Caecili Fiscalis Privatus in a separate treasury fund for the explicit purposes of providing free grain to the lowest classes of our society. This will promote peace and a show of solidarity among us as a whole people. Let us not just talk the talk of charity, but let us walk the walk."
