    I'm not certain that horses are the answer. To have a man and a horse is one thing; to make of that a cavalry man is another. Italy had all of Campania in which to raise horses and all of Italy in which to raise men. Just the two of those is not enough. How long would it take to put those both together and get a competent cavalry man? Could it be done in less than a year?
