The following message is to be sent to Dorylaeum:

"I, Proconsul Marcus Aemilius Scaurus, say this. It is not the policy of Rome to interfere in the internal affairs of her Friends and Allies; Rome is not an autocratic state like Seleucia, but a Republic. I appreciate that you have no experience with Rome, so I tell you that Romans are homebodies by nature. The Republic is most loathe to send anyone away from home, and as long as our Friends and Allies remain such, and do not require our aid or involvement, we let them be.

I appreciate that Dorylaeum has no experience with Rome, and seeks independence. But that can not be. That is, quite simply, not an available option. This is a dangerous time; you have been freed from Seleucia, but without a guarantor of independence how long will Dorylaeum remain free? As you must know, Galatia has invaded Lycia. And Lycia is a Roman protectorate. How long would a lone city like Dorylaeum remain unmolested? Not long at all.

So this is the option I offer to you. You may become Friends and Allies of Rome, and pay 7% tribute to Rome; in return Rome will merely act as a guarantor of Dorylaeum's independance, and will not interfere beyond that. Or Dorylaeum can join Pergamum, another Friend of Rome. Or Dorylaeum will have to be destroyed. There are no other alternatives. I do not want to fight; I want to take my army and go home. But, if I have no other option, fight I will, and win I shall.

    So decide."
