Well Moravius! You certainly are always ready and willing to rewrite the history books!
Your theory is compelling, but the evidence you use to back it up somewhat tenuous with what seems to be a vast amount more available for the opposing view.
I don't know if anyone would argue with you that Augurs and Haruespices are different from one another, and that even their methods are different, but the use of such aspects in a culture's religion has to come from somewhere. I think we can accept the fact that the Etruscan culture and cities were founded before Rome, and so it stands to reason that as one of the earliest cultures on the peninsula, so close to Rome, that these aspects were adopted from Eturia.
Its a fine line between what can be considered originally created by Latins and what was adopted. I think its highly unlikely the Latins just came up with their auguries on their own, side-by-side with the Etruscans, and there isn't enough evidence to suggest that this is true.
You even contend that the Etruscans did not hold sway over Rome? I must admit my history off the top of my head in this area is not good, but I am pretty sure there is archaeological evidence to back up avid communication between the cities at this time, more evidence than just Livy to suggest it. I will have to look these things up and get back to you on that.
If you use Livy as a solid source to back up the idea that Tarquinius Priscus was not Etruscan, how do you challenge his statements that it was the Etruscans who ruled over Rome? Sounds like selective picking to me.
