Army in Tarraconensis Defeated! For the first time in many years our legions have been defeated on the field of battle. This unfortunate loss occurred some five miles northwest of the recently subjected and colonized border town of Bilbis in Tarraconensis. Quaestor Gustavus Caelius, marching out ot meet the huge rebel army with Legio VIII and XX, underestimated the fighting prowess of the Iberian barbarians. Though our men are better trained and equipped, the task at hand was too great a feat. Our legions, demoralized from the recent defeat of their cavalry forces, undermanned through lengthy service, met the sizable rebel army on an open, flat plain. Outnumbered three to one, the odds were bad. Caelius himself did not lack bravery in his stand against the horde, but his choice of ground seems to have been poor under the circumstances. Caelius deployed the legions according to classic military strategy: Legio VIII and XX formed a line, with cavalry evenly distributed covering the flanks. Had Caelius more men with stronger morale and more experience, the battle would not have gone badly. The barbarian horde charged the Roman lines fiercely, riding a wave of several victories. Armed with javelins, a flat scutum and a short sword, they charged into action as their cavalry overran the outnumbered and out skilled Roman and allied cavalry. While the Legions held for a time, the cavalry almost immediately retreated with heavy losses as the rebels pressed their advantage. The legions were hard pressed as wave after wave of fresh Iberians charged. Legio XX was the first to break. Reports say a tribune mounted his horse and fled, starting a chain reaction which ultimately spread through the entire army. Caelius had to be dragged away with the first cohort of Legio VIII before organizing the retreat to Bilbis. The barbarians pressed the heels of the retreating army, but lost its staying power as they fell to disorganization and looting of the Roman baggage train. It is estimated that the rebel army has lost some 2,000 men, while the Legio VIII nearly 2,000 men and the Legio XX some 1,800. Quaestor Caelius and his army now are reorganizing in Bilbis while the rebel army quickly approaches.
Progress Made in Hispania While the defeat at Bilbis is a blow to our standing in Hispania, notable progress has been made this month with the capture of two rebel cities. In Tarraconensis, Legio XXI captured the city of Dertosa with ease as they discovered a most surprising incident ruined the city’s hope for defense. As the legion stormed the walls, few defenders came to stand their ground, and the city gates were quickly opened to the entire legion. Inside, the streets were chaos as what appeared to be various factions of the city’s populace fought against Each other! What began as a siege ended as a policing action as the legionaries broke up fights and quieted the streets, (though with ample looting). Eventually the truth was discovered; the city governor was assassinated, causing a power struggle in the city’s unstable leadership! Meanwhile, in Lustania, Pro-praetor Caius Livius Drusus handily captured and destroyed the rebel city of Scallabis. Using almost all the Greek fire oil in the province, Drusus pummeled the city with fire and harassed its populace as they attempted to douse the fires which ultimately spread through the city’s entire southern sector. With the rivers uncommonly low for this time of year, the city’s defenses were finished. The full weight of Legio XVIII and IV found a demoralized resistance which soon gave way to Roman victory. The city was completely looted for a total of some 600 D, and burnt to the ground. It will now take considerable investment into the city if this areas is to ever be productive again.
Baetican Praetor Pays Taxes The Praetor of Baetica, Lucius Terentius Varro, has for the second month payed for out of his own pocket the tax revenue of that province. The move is obviously designed to increase the loyalty of the province, and this task seems successful if the street demonstrations in favor of the Praetor in cities like Gades and Italica are any mark. Though now most certainly loved by Baetica, many senators in Rome are now mumbling over the suspicious nature of Varro’s actions. Some believe that the people will begin to expect no taxes after such an extended period of ease, and wonder if it could lead to a prelude to war. Also, some vicious rumours have been recently circulating suggesting that Varro has more devious plans for ‘his’ province.
Sulag Strikes Again! Though talk has been made in the Senate this month on possible answers to this year’s increase in piracy, all motions have been disregarded or tossed away. As if to answer this crisis, the pirate admiral Sulag has struck out again at Roman interests, capturing a number of merchant vessels and making raids on Sardinia and Sicilia. Provincials in the provinces and merchants of all classes in Rome are making quite a fuss, pressuring patrons and magistrates to take action.
Business News
The increase in pirate activity this month has resulted in some substantial losses for traders. A flotilla organized by Drakus Domitius and P. C. Hibernicus was attacked by a small fleet of ten pirate liburnians. Fortunately the convoy’s goods were safe with only the loss of a single trireme after a successful skirmish. Relations between merchants working for Gustavus Caelius and Egyptian harbor officials have been strained after more than 60% of his shipment of tools and pottery was confiscated. The corrupt harbor officials mentioned something about new taxes and promptly stole away with a large portion of the cargo.

Proposal to demand of the Macedonians:
I. All Macedonian forces are to cease hostilities against Roman and Greek allied forces on all fronts and withdraw to Macedonia. Philip is to renounce all claims to non-Macedonian land.
II. Macedon is to cede Epirus to Rome’s control. This area of land is to become a sovereign state and ally of Rome and shall, subject to agreement, be ruled by King Alexander.
III. Macedon is to pay Rome a war indemnity of 10,000 denarii.
