As the Pontifex Maxmimus lays out his requirements, an Augur speaks from the crowd.
"But sir, there must be literally hundreds of priests and augurs in Rome and the provinces. With so much money being spent every month on repetitious religious ceremonies, will not the people of Rome feel neglected and become angry? Will not your attempt to bring us closer to the gods take us farther from the people?
"Perhaps you could consider an alternative, such as requiring individual priests and augurs to subscribe to a particular temple and be responsible for it's upkeep. Either way, as the head of the college of Pontiffs, I hope you will consult your many collegues before passing such a sweeping dictate."
