"Consul Domitus makes an innovative proposal for the use of certain lands which have come into the state's possession. While the proposal is certainly worthy of discussion, I would like to set that question aside for the moment, since I am still not entirely clear on the chain of events that brought these lands to Rome and now bring their former owners to the Tarpiean Rock.
"As our current Senior Consul was formerly Censor and so was the man most central to dealing with this issue, I respectfully ask that he explain to this body the situation that has lead to the curent state of affairs."
