With the confiscation of a large number of estates owned illegally and purchased by the servants of Hannibal, Roma finds herself in possession of a new source of land. I therefore propose the followiing as a draft, the SC Domitia et Livia Ager Publica:
1) That the recently confiscated 46 estates in Alba Longa, the 38 in Venafrum, the 51 in Allifae, the 42 in Salernum, and the 36 in Frusium be classified as Ager Publica.
2) That this newly confiscated ager publica be divided into 5 iugera plots.
3) That each 5 iugera plot be offered to Roman citizens. The office of the Censor will determine one's eligibility for receiving land based on citizenship and level of wealth as determined in the census of November. The poorest will receive their plots first, starting with the capiti censi and moving up the scale of wealth from there.
4) That all who receive land and who were ineligible for legionary service previously now become responsible for legionary service and will be responsible for providing their own arms and armour.
5) That should any land remain unclaimed, that the office of the Censor be empowered to sell that land in an auction, all proceeds of which will go to the Treasury of Roma.
