With the Justice Marthal and King Massinissa present, one seated on the triclinum
either side of CLD, a selection of excellent seafood and winter fruits and
nuts are brought to the table... After a good meal with good wine... Caius
Livius shows both men the Pax Livia..
Knowing he has the prior agreement of the Numidian King already eases his
mood and he is positively beaming...
Gentlemen,
These are Rome's terms for the peace, peace for Carthago, peace for Numidia
and peace for Roma. You have agreed to abide by my ruling, so I trust it is
pleasing to you.
1. Numidia will be granted the captured city of Thabrace in perpetuity, Carthago
will recognise Numidia's claim and forever undertake to respect it.
2. Numidia will cede the captured city of Theveste to Carthago and the surrounding
fertile plains. Numidia will undertake to respect this land as Carthage's
and abandon all claim to the lands. Numidia's settlers will begranted safe passage to return to Numidian towns.
3. Carthage will cede to Numidia the town of Lares and the lands around it.
Carthaginian settlers will be granted safe passage to returnto Carthago.
4. Numidia will be permitted to found a level 1 city at Lares. They
will do this by reducing one of their current cities, though this maybe re-increased later.
5. Numidia and Carthage will both sign a pact of non-aggression.
6. Carthage will provide Rome with a secondary guaranteed grain supply, to
amount to no less than half it's required grain needs each month. It will
also undertake to double this for years in whichEgypt's crop fails.
7. Carthage will provide 10,000 auxiliary troops for Rome's use in theatres
of war outside Carthage.
8. Carthage will continue to pay the 120,000 denari per year tribute to Rome
until it's debt is fully repaid. These payments fall due in Junius each year.
9. Carthage will also undertake to repay the arrears accrued over recent years
(690,000D) plus interest in the sum of 102,000 Denari over three years in three
equal payments of 264,000D in ADDITION to the tribute mentioned in section
8 above. The first of these payments is due in Januarius DLXI, the second on
Januarius DLXII and the third on Januarius DLXIII.
10. Carthago will continue to honour all the terms of the treaty signed with
Scipio after the last war.
11. The Mercenary contingent of 20,000 men previously ceded to me are to be
considered as a deduction of 10,000D from Carthage's next due tribute payment
(in June).
Both sides will undertake to respect their obligations in this document and
agree to abide by Rome's judgement over any questions or disputes arising from
it.
Here is a map of the new border, in green, I trust that the return of the fertile lands
of Theveste and the ending of any further territorial aspirations by the Numidians
will please the order, Justice?
If all is in agreement, please sign here... and here.... and here... and shake
hands...
