Glad to be of help. Yes, the Stoors certainly were hobbits, although they were certainly quite different in a number of ways to the other two varieties of hobbits. They were the only type of hobbit to like water, as I've said; thus the inhabitants of the Marish and Buckland were those families with Stoor blood. They also sported beards, unlike the others. They were the most like Men, and must have interacted with the ancestors of the Rohirrim when living by the Anduin - the Rohirrim legend of the holbytlan that Eomer refers to in The Two Towers surely refers to the Stoors that Men encountered before they made their home in Rohan. A lot of the information comes from the 'Concerning Hobbits' section of the Prologue to LoTR. The source for the dates is the chronology in the appendices, where the hobbits are referred to by their Elvish name, the Periannath. For reference, the Encyclopedia of Arda is of great service.
