    I've been using MapEdit to create my image maps for years now - it's quick and painless...and very cheap ;)

    MapEdit is a product of Boutell. It only costs $10 for a registered copy and couldn't be simpler to use. You can knock up quite complex image maps in mere minutes. Boutell used to offer a trial period of two weeks I think it was to allow you to test drive the product - you could save and use what you produced.
