By the time of Augustus, Rome's population had grown considerably, and the city's boundaries had expanded along with the population. Although Augustus instituted 14 administrative regions in his day, they covered the same seven hills and Tiber river that were there all along. Therefore, using the names of the hills as a beginning for the neigborhood plan strikes me as a sensible and sound idea. If we want a place for newbies to get help, maybe we could establish a "neighborhood" for them with a FAQ, welcome wagon, and other helps and refer to it as Tiber Island. After all, that's where the Temple of Aesculapius was located. As for assigning particular interest areas with their boards and topic threads to specific hills or geographical areas (neighborhoods), I agree with most of what has been proposed. The Campus Martius seems perfect for certain military groups and their interests; the Capitoline seems right for administrative purposes, and so forth. The problem comes in defining them either too vaguely or too rigidly. Future additions to the neighborhood plan could include other geographical features such as the Velabrum, the Janiculum hill, the Trans Tiberim, and other places like Ostia or Pompeii.
