My opinion on this: as it seems both citizens and patrons do not wish to have different kinds of residences or hills for the rich etc., consider that suggestion cancelled.
Now, I'd still hate to go for "everyone gets a palace on the Palatine hill" - just because then there would be nobody living anywhere else. We all want to be rich and flashy.
So: consider the Palatine hill as one of the theme-based hills, for example for those interested in Roman government, law, politics etc, and let's have it so that every single home looks the same, feels the same, and is similarly viewed. That way nobody is disappointed and everything is uniform.
Any other points of discussion?
