The Romans were more interested in regulating prostitution, not eradicating it, in spite of their general contempt for women who became prostitutes. They adopted the idea of state-controlled brothels, or lupinar (house of she-wolves) but it wasn't until the time of the Emperor Augustus that a set of codes governed the behavior, restrictions and privileges of prostitutes.
