The following letter is sent securely to the Legati of Legio VI Victrix in Ephesus, Legio VII in Gordium, Legio XII Fuliminata and Legio XXI Rapax near Gangra, and Legio XV Apollinaris in Pergamum.

Now is the time for us to take the responsibility of all Romans and prepare for war. We must not let the fall of Great Pompeius worry us. We are all just as strong as before and we have enough talent to claim victory.
At this moment the senate is debating a bill which would put me in complete control of the Asian campaign. For the time being, as the officer of highest rank, I am taking command of all forces. For now we will assume a defensive stance before we hear from Rome on what her will is.
Legio XII, Legio XXI, and Legio VII are all to march to the confluence of the Gallus and Sangarius rivers, and set up a fortified camp on high ground close to the river, which can hold 5 legions. Wide and sturdy bridges will be built across both minor rivers that flank our position for greater access. When these legions fall back to this area they are under orders to maintain scout contact with the enemy so that Mithridates' position can be known.
Legio XV will split with one half marching to garrison Ephesus. Both halves will be in charge of maintaining plentiful supply. Legio VI will march to the forward position in Bithynia and aid with the camp construction.
I will personally be spending some time in Asia finalizing provincial matters, and ensuring that the army has adequate supplies with the formation of a large baggage train. Once this is complete I will head off to the camp and supervise things from there while all waits for Rome.
Comply at once for there is no time for delay.
