It's interesting to note that Saturn is related to "form", structure, to limits, to learning and growing (sometimes the hard way!)... and in some traditions humans are only completely "formed" at 28 years old... human beings are under the influence of seven year cycles and only when the 4th cycle is completed we can talk about an adult, in all levels (physical, psychological, spiritual bodies).
