    Letter from a mansio (Inn) on the road to Narbonensis:

    Senators:

    Certainly, only Senatus is entitled to decide colonization, but using Public Funds, not the Provincial Funds, that are funds to grant that Aerarium will receive the tax amount deliberated by Senatus from his Provincia, not for using in possible colonizations. Besides, our laws are clear, as Fabius said: What he (praetor) do with this money is no MATTER OF DISCUSSION, Senatus is not interested in what he do in his Provincia until he send the expected taxes to Aerarium.
    If a praetor of Rome canīt use his provincial fund as he wants in his "provincia" because the Senate may approve a law to found a colony using a great part of his fund then... whatīs the sense of the provincial fund? What praetor would spend money mobilizating legions should in any moment he may not have money to pay soldiers because some senator has got a law for spending all or great part of his fund in the colonization of one or two cities?*
    Also and mainly... Itīs shameful and an outrage for any roman praetor with "imperium" canīt use freely the funds of his province!
    This is Rome, not Athens. Donīt limit my sacred "imperium", itīs sacrilegious!

    * OOC: Be careful, players. If now we use the provincial funds for colonies in a few years the whole empire might be full of Roman citizens. Every year we would have 30,000D in Narbonensis, 60,000D in Tarraconensis, etc... for founding possible colonies without spending the Aerarium!
