I've always been under the impression that it was Tiberius who said "Let them hate me so long as they fear me." But recently, on a History Channel program about Caligula, the sentiment was attributed to Caligula. (Of course whoever it was, said it in Latin.)

Since viewing the History Channel protram, I've seen the epigram attributed to Caligula all over the place. I still have some sources that attribute to Tiberius, however. (I suppose its possible Tiberius said it first but Caligula found it to be a rational motto and adopted it also?)

Anyhow... amongst all you scholars there must be someone who can tell me who REALLY said that?
