Okay, on my general surfing, I came across two different websites dealing with design issues.
First one up is a very curmudgeonly set of "don'ts" -- but I have to say I agree with about 90% of the suggestions, if not more. HTML Hell Page. I do have a greater forbearance for (good) graphics and art-focused pages than the author apparently does, and unfortunately interbrowser operability appears to be a moot point here on AW. But he's right about blinking, frames, nearly all fixed-sized tables, and a bunch of other things.
Second one up is the Web Style Guide, 2nd Edition. It provides positive ideas on how to design your web pages in an organized fashion.
