MURDERED!!!
In a shocking development that stunned all of Rome; late last month as
Cnaeus Cornelius Messala returned from the Senate after placing his votes
on the month's proposals together with his customary retinue of guards and
clients. At the far end of the forum a group of 30 men surrounded the
group and insults and blows were exchanged, the situation soon deteriorating
into a street brawl. As the fight broke up and the rioters left the
scene it became clear that Messala had been knifed in the attack by one of
the assailants. Messala's supporters rushed their patron home but he
was found to have died on arrival. The family physician reported that
a single stab wound to the lower abdomen was the cause of death and that
the manner in which the internal damage had been maximised by twisting and
sweeping the knife was the clear sign of a professional assassin.
A bloodstained cobbler's knife was found at the scene. Despite his
well publicised troubles, Messala had many friends and he will be missed.

are manumitted as per the rules and Alejandro must nominate a new paterfamilias
or abandon the Messala family and choose a new scenario).
SICILIAN REBELS DEFEATED!!
The Praetor of Sicilia, Gaius Lutacius Mandibola, has defeated the
rebel army in an engagement near Agrigentum late last month. It is
hoped that the rebellious cities will soon surrender and end their misguided
revolt.
8.3.2 THE IMPACT OF REBELLION.
8.3.2.1 Rome receives no taxes from cities in rebellion.
8.3.2.2 Rome receives only HALF the normal taxes from controlled cities
(including Roman cities and Roman colonies) that are in an area in which
at least ONE city is in rebellion. (EXCEPTION: Fortified cities, 4.16.2)
8.3.2.3 PCs receive NO income from any estates or factories that are
in rebellion (except for estates or enterprises that are located in Roman
colonies in provinces where at least one legion is present where HALF
the normal earnings are generated). (ALSO SEE:

8.3.2.4 No trade ventures may be conducted with an area that is in rebellion
against Rome.
8.3.2.5 No factories or estates may be sold in by PC's in an area that
is in Rebellion other than by arrangement, to other PC's.
8.3.2.6 Estates and factories in rebellious cities
have no value until the rebellion is ended and may not be sold or used
as collateral to obtain or repay loans and mortages. Estates and factories
in COLONY cities in areas in rebellion have their market value halved for
the duration of the rebellion/slave revolt.
ETRUSCAN REBELS ON THE RUN!
Following last month's minor engagement and commander Rufus refusal to accept
the Etruscan offer of battle, the two armies have been locked in a race for
Etruscan territory. Having failed so far to overtake the Etruscan force
commander Rufus finds himself entering Etruria close on the heels of the
enemy force. News just in indicates that the Etrucans have passed the
village of Perusia and are heading on an off-road route towards lake Trasimenus.
The Roman force remains a matter of an hour or two behind.

Trading News!
Again this month a number of notables chanced their luck
in trade with our overseas neighbours.
First off the mark was Marcus Minutius Palus who traded 4500D
worth of bulk goods via an NPC broker with new ally Numidia. The
broker lost 11 of the 50 ships to bad weather and shipwreck and 5 to pirates.
For his 4,500D investment MMP receives a return of 6,750D.
In another trade, Lucius Sempronius Fidelis traded 360D of standard
goods on his own ships with Massilia. Both ships reached harbour safely
and he came away with a return of 900D.

Lucius Urgalianus Longininus traded 2,000D worth of bulk goods

The Legio XXI, currently in Sicilia but assigned to Baetica, is assigned
back to Sicilia for the purposes of defeating the rebellion in that vital
province.

be resupplied to the amount of 5000 denarii.

That this legion will be sent to Baetica and placed under the command of

That the 14 Liburnian ships currently patrolling near Ostia be re-assigned
to the province of Baetica, and be placed under the command of Roman officials

LEX FABIA PROVINCIALIS SCIENTIA CFM (WITHDRAWN)
1. Basing on its undispoted authority about military mobilization,
this Senatus confer to Provincial Governors yet in office, and to those that
it will appoint in future, the commission to mobilize local troops in order
to front emergency situation without waiting for a specific approval.
2. Each Provincial Governor can mobilize in his province, and mantain mobilized
for all the time he think is necessary, one (or more) auxialiary allied unit
up to a maintenance cost of 1/10 (rounded down) of the normal tax his Province
pay to Roma.
3.In case of rebellion or invasion, each Provincial Governor can mobilize
more auxiliary allied troops or a full Colonial Legio (of local roman colony)
he needs up to a full Legio or to a maximum maintainance cost of a quarter
(rounded down) of the normal tax his Province pay to Roma.
4.These units should operate only in their Province, unless otherwise ordered
by this Senatus.
5.These units will be under command of their Province Governor that will
nominate his Legatus and officers. This charge must be considered as Senatorial
military office, so this Senatus keeps full control on how these units will
be used for and can order in every time their full or partial de-mobilization.
6.Immediately after crisis ends exceeding troops (over than the normal time
number as detailed by point 2) must be de-mobilized, unless otherwise ordered
by this Senatus
7. In order to compensate the mobilization and maintenance cost, Lex Junia
Vectigalis (that is no more needed and increases too many the level of discontent)
will expires at the end of current year replaced (staring from next Ianuarius)
by a new standard tax rate of 8% for Roman Colonies and 10% for Controlled
Cities. So, in normal times, Erarius incomes will not drops.
