You raise an interesting point, what make an archaeological find belong to one country over another? for example the statue that is to be return to Libya is Roman in it's origin, so one might say it's belong to Italy rather than it's original country of resident since it's not a genuine expression of the local culture but an artifact who's in it's core an Italian-Roman.
