What an interesting question William! I had heard the song but didn't connect the Anti-Jacobite context until now. Burns was a Jacobite at one point and while his values stayed fairly constant but his political ideaology may have gradually changed a he grew older as many people do. Although he was still a passionate supporter of human rights and was loyal to his Scotland. I think in this case "Ye Jacobites of Name" shows his dissatisfaction with the violence used by the Jacobites while still loyal to the cause. He disaproved of the means. That is just my opinion in reading
