Scribes City

In the middle square of Shangdu, between the
outer wall city and the inner
palace city, lived the diplomats, beaurocrats, and scribes who worked for,
and
depended upon, the Court of the Great Khan.
Only the highest of the high could live in the enclave of the Stone City, where the Great Khan has his palace, but all the secondary people so necessary to his city - the courtiers, bureaucrats, and more - live in the next "box" of Shangdu, in what became known as the Scribes City. In the Scribes City lived the many employees of the Chinese bureaucracy taken over by the Mongols. Diplomats, courtiers, architects, generals, ministers, aides-de-camp, master-craftsmen who had grown rich on the Court's construction, successful artists and purveyors to the Court, all lived in the fine stone houses of Scribes City. They were close to the Khan's palace, but not so close as to be in danger. The imperial water engineers have created dozens of fountains, running water and sewers, and a multitude of temples within the Scribes City, making it a most pleasant place to live!
