Ruby and her son, Ronnie, are disabled. They live in a very old and dilapidated house in the coalmining town of Harlan, Kentucky. Dry wall needs to be installed and the home reinsulated. Wiring hangs open from the ceiling. The casing is old and brittle. They live in a fire hazard.
The local area has an organization that allows low interest loans to low income families for repairs and new construction. The rates are set based on income levels and the cost of each job is for the materials only. Volunteers provide all the labor. The problem for Ruby and Ronnie are they cannot work and therefore do not qualify for the assistance programs.
