These players denounce Caesar and claim his government in Rome is illegitimate.
Those Romans who openly declared against Caesar, and maintain existence outside the territories under his 'illegitimate' Republic's control. These people are all definitely able to be labelled "Republicans." Whereas those living in Rome may or may not actually be pro-Caesar.
