The Senate is the senior legislative body of Rome. Except for the specific functions reserved for the Popular Assemblies as noted below, the Senate has exclusive jurisdiction over:
Rome's finances (i.e., actions re: taxation and the expenditure of Treasury funds). This includes mobilizing military and naval forces.
Rome's foreign policy.
The administration of Rome's provinces.
The assignment of military commands and the bestowal of military honors.
The administration of public lands.
Declarations of States of Emergency (senatus consultum ultimatum), which allows for the temporary appointment of a dictator.
All players whose PC's have a Senate Influence rating greater than zero may post one proposal per turn and speeches at the Senate topic of the Imperium group board.
Consuls may make two Senate proposals and one Assembly proposal per turn. ... more

I support SC Sempronium Epira. It's only logical to have one of our consuls as army commander in that land should things go awry. Moreover, the cool head of Terentius Crassus has always done well for our diplomacy.
